Which IDAE Calls Mandatory Require Climate Proofing? A Guide for Developers

What is Climate Proofing and which projects does it affect?

Climate Proofing (or climate change proofing analysis) is a mandatory technical assessment for infrastructure investments funded by the European Regional Development Fund (ERDF) and the Just Transition Fund (JTF) for the 2021-2027 period.

IDAE strictly requires it for any infrastructure with an expected useful life of 5 years or more. Its objective is twofold: to ensure that the project does not emit more greenhouse gases than allowed (mitigation) and to guarantee that the facility is resilient to future extreme weather events (adaptation).

IDAE Calls with Mandatory Climate Proofing (Chronological Order)

If your project fits into any of the following IDAE incentive schemes, you need to integrate this study into your application file:

Energy Consumption Reduction Plan in the AGE (General State Administration) (ERDF 21-27)

• Launch: June 2024.
• Typology: Energy saving and efficiency projects in the General State Administration. IDAE links the signing of the Selection Agreement to the delivery of this environmental documentation.

1st Call for Grants for Innovative Energy Storage Projects (ERDF 21-27)

• Opening of applications: June 2025.
• Typology: Large-scale energy storage systems (hybrid or standalone). As these are macro-projects with high budgets, the vast majority require the most comprehensive level of analysis under European regulations.
  

RENOAGE Program (ERDF 21-27)

• Application deadline: Active call with an extended deadline until October 31, 2026.
• Typology: Promotion of thermal and electrical renewable energies in public buildings. As IDAE acts as an Intermediate Body for the ERDF, Climate Proofing is a knock-out eligibility criterion.

Note: These schemes should not be confused with the Recovery Plan funds (PRTR / NextGenerationEU, such as the RENORED program). Under the PRTR, the required standard is the DNSH Principle (Do No Significant Harm). However, in the pure ERDF and JTF programs mentioned above, both must be submitted: DNSH and Climate Proofing.

How is a Climate Proofing study carried out for IDAE?

The depth of the environmental analysis directly depends on your project’s investment volume:

Investments of 10 million euros or more require a full and rigorous climate audit, strictly following the Technical Guidance from the European Commission (2021/C 280/01). You can read more about this guidance in the official documentation.

Investments of less than 10 million euros: A simplified approach focused on local vulnerability is permitted. We usually rely on sector-specific methodologies and official tools such as HEDIVA.
