Preparation of REER strategic plans

EHS Techniques was commissioned by one of the most important energy companies in the state, awardee of some 625 MW in the REER auction held in January 2021, to draft the strategic plan with estimates of the impact on local employment and the industrial value chain of 7 wind and photovoltaic parks. The Plan was carried out in two phases. It consisted of the calculation of employment estimates (direct and indirect), the identification of opportunities in the industrial value chain, the circular economy strategy in relation to the end of life of the equipment, the analysis of the carbon footprint during the life cycle of the facilities and the calculation of the carbon footprint of each project.

Project scope

The Strategic Plan was developed in two phases and encompassed:

  • Estimation of direct and indirect employment generated during construction and operation.
  • Identification of opportunities within the industrial value chain, particularly for local suppliers and service providers.
  • Circular economy strategy addressing the end-of-life management of wind turbines and photovoltaic equipment.
  • Life cycle carbon footprint analysis of each facility.
  • Quantification of project-related greenhouse gas emissions and potential reduction pathways.

Methodology

The study was carried out using a multidisciplinary and data-driven approach, integrating economic modeling, environmental assessment, and social impact analysis:

  1. Socioeconomic and industrial baseline
    • Assessment of regional labor markets and industrial capabilities.
    • Mapping of suppliers and local service industries relevant to renewable energy projects.
  2. Impact modeling and scenario analysis
    • Estimation of employment generation (direct, indirect, and induced) using sectoral multipliers.
    • Evaluation of supply chain effects and potential for local reinvestment.
  3. Circular economy and carbon footprint integration
    • Identification of circular practices in design, dismantling, and recycling stages.
    • Calculation of life cycle emissions using recognized methodologies and databases.
  4. Strategic recommendations
    • Development of actions to strengthen the local value chain, enhance skills, and increase industrial participation.
    • Definition of key performance indicators (KPIs) to monitor socioeconomic outcomes.

Results and added value

The Strategic Plan prepared by EHS Techniques provided:

  • A comprehensive understanding of socioeconomic benefits associated with the REER projects.
  • Quantitative evidence of employment creation and industrial integration potential.
  • A roadmap for supply chain localization, circularity, and carbon reduction.
